Release 1.6.3 -- Important Fix for 1.6.2

Some users have reported that for a first time install of 1.6.2, the QSDA Control Panel will not launch. Release 1.6.3 fixes this issue.

If you are not experiencing the Control Panel issue, there is no need to update to update to 1.6.3.
